Confused about when High Setting can be used

This is in regards to making 20ppm Colloidal Silver.  The Silvertron Jr.  Manual states:
SilverTron Jr. has 2 selectable current settings. Use the High setting
if you have a stirring device to keep the solution well mixed, are
processing using a hot plate at near boiling temperature, or have a large
anode of more than a square inch of surface area, such as a bullion bar

My question is can I make the 20ppm using the high setting with only a Magnetic stirrer or do I also need a heated plate (heat source) ?

Heating is not required to make 20 ppm Colloidal Silver.  So just use your stirrer, and put your Jr on high.
You want a vortex in the water that is at least an inch deep, preferably more.
There is the unknown and the unknowable.  It's a wise man who knows the difference.
