The last two times I have made electrolyte solution, I noticed that when the cathode is properly positioned relative to the voltage, the cathode is much deeper in the water than previous occasions. {~1 inch compared to previous ~ 1/4 inch}

I have used the same recipe: 12.4 gm washing soda with enough DW to make 100 mL.

The washing soda is in its original box wrapped in a plastic bag.

Could my problems be because the washing soda is absorbing additional water from the air?

Any ideas?

Its not real likely. 
How deep your cathode needs to be in the solution depends on the submerged size of your anode, and the distance between the anode and cathode.  So maybe your anode is not as deep, or has worn down significantly.

I never thought of anode depth as being a variable.

I have been using a bar ~2" long by ~1" wide. BUT 'cooking' with the last two bottles of electrolyte, the bar has been positioned just above the water level. (I noticed the wire connected to the bar was noticeably thinning.)

Previously, the bar would be positioned well below the water level.

Oh!,  The lead wire should never be put in the water!

I actually remembered that!

I'm using a bar I had in my supply. (I connected a silver wire to it!)

The bar you shipped me is sitting as 'back-up.'
