Sodium carbonate effect on voltage?

Does the sodium carbonate need to be made fresh each time I make Colloidal Silver? I’m asking cause I started to make a new jar of Colloidal Silver and my voltage is only around 4 volts. I’m using left over sodium carbonate from a dropper bottle I made. At first I thought it may be my DW, but I got a new jug and I forgot to put sodium carbonate in the water at first and voltage was fine. Few minutes later I remember the sodium carbonate and now the voltage is back around 4. I adjusted silver bars and nothing is having effect on the voltage.

As long as the bottle is stoppered so that the water does not evaporate, the sodium carbonate does not go bad. 
There is the unknown and the unknowable.  It's a wise man who knows the difference.

It has rubber stopper on the bottle. So you think the water evaporated some and made the solution stronger?

No, I think something else is probably wrong.
